North Yorkshire Council is looking to establish a framework agreement with a provider for medical cover during events at Scarborough Open Air Theatre, Scarborough Spa, Whitby Pavilion and other events.

The framework will be for a duration of 4 years starting on 1st April 2026.

two.2.4) Description of the procurement

North Yorkshire Council hosts a variety of events throughout the year at a number of venues. Delivery of this service will primarily be in Scarborough and Whitby but could be required across other areas of the county on an ad hoc basis.

The aim for this service is to ensure that there is an appropriate level of medical, first aid and ambulance provision at an event to keep attendees safe and minimise the impact on local NHS services.

The provider will be required to:

• Undertake a medical, ambulance and first aid assessment.

• Produce a medical staffing plan prior to each event to ensure that staff are deployed appropriately

• Provide medical provision for the full duration of each event, including build up and derig.

This notice sets out the intention to conclude a competitive process and award a framework agreement to a single supplier for provision of Event Medical Services. The framework will be in place for a duration of 4 years from 1st April 2026 to 31st March 2030 and will be used by North Yorkshire Council only. The maximum framework value will be £550,000.

six.3) Additional information

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this framework agreement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by Monday 15th December 2025. This framework agreement has not yet been formally concluded; this notice serves as an intention to establish the framework agreement under the PSR.

The key criteria were considered within the award criteria which were laid out in the tender documents, the key criteria formed the basis for the evaluation questions that were asked.
