**This is an Intention to Award Notice to award a contract using a competitive process under the Provider Selection Regime (PSR) regulations for Children and Young People's (CYP) Admission Avoidance and Discharge Support Service to NHS Devon Integrated Care Board (Devon ICB) **
Details of the services were provided in the F02: Contract Notice published on the 28th August 2025 (2025/S 000-052010).
The contract period is 1st April 2026 - 31st March 2031 (which includes an optional extension period for up to 2 (two) years), as defined at the sole discretion of the Commissioners
The total combined maximum contract value across the full potential term of 5 (five) years, including any optional extension years for £2,115,000, exclusive of VAT.
The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight 12th December 2025.

Details of the services were provided in the F02: Contract Notice published 28th August 2025 (2025/S 000-052010).
The contract period is 1st April 2026 - 31st March 2031 (which includes an optional extension period for up to 2 (two) years). The total combined contract value, including extensions is £2,115,000 for the term of 5 (five) years.
The service was advertised on the national Find a Tender (FTS) portal on 28th August 2025. The linked tender documentation was issued to bidders on 28th August 2025 with a deadline of 6th October 2025, which included the Selection Questionnaire (SQ) in the form of the Basic Selection Criteria (BSC) and the Invitation to Tender (ITT).
Within the ITT documentation, the tender questions were linked back to the five sections of the key criteria under the Provider Selection Regime (PSR), which overall provided the following:

Potential conflicts of interest:
The SCW procurement team supported the project in the management of conflicts throughout the process. In line with national guidance (Managing conflicts of interest: revised statutory guidance for CCGs 2017) conflicts of interest were given a high priority within the procurement, with 'conflicts of interest' a standing item at project group meetings.
Project members were required to complete Conflict of Interest and Confidentiality forms prior to receiving any sensitive documentation. All conflicts were appropriately managed within the project, and there are no latent risks associated with the aforementioned conflicts. The number of conflicts of interest identified among group: 0.
Bidders were required to complete Conflict of Interest declarations as part of their bid. They are also under an ongoing obligation to update the Commissioners should any declarations change in the future.
