Description
This Contract is for the provision of a comprehensive Facilities Management Service at the Mary Peters Track, a premier athletics venue operated by Belfast City Council. The Contractor shall be responsible for the day-to-day operation, maintenance, and presentation of the site, ensuring it remains safe, clean, accessible, and fit for purpose for all users, including athletes, clubs, event organisers, schools, community groups, volunteers, and members of the public.
The Service includes, but is not limited to:
Opening and closing of the facility in line with agreed operating hours and event schedules;
Coordination and support for athletics training, competitions, community events, and elite athlete use;
Routine and reactive maintenance of the track pavilion and lighting in line with critical compliance and maintenance schedule (see Annex 2) and associated infrastructure;
Management of bookings and income reconciliation;
Provision of suitably trained and uniformed staff to deliver the Service to a high standard;
Implementation of health and safety measures, including emergency procedures and fire safety;
Delivery of social value commitments in line with Council priorities and the Procurement Act 2023;
Promotion and marketing of the facility to increase usage, attract events, and engage under-represented groups;
Support for the development and delivery of coaching, volunteering, and athlete development programmes;
Collaboration with Belfast City Council, Athletics NI, and other stakeholders to ensure inclusive programming and continuous improvement.
