Scope

Description

The Guinness Partnership Limited, with its appointed managing agent ProcurePublic Limited, is establishing a multi-lot framework for the provision of independent lift inspections LOLER (Lot 1) and lift consultancy services (Lot 2).

The framework will support statutory compliance, asset assurance, technical consultancy, risk assessments, and expert guidance relating to lifts in residential, commercial and mixed-use buildings.

The Framework will be made available to all UK public sector contracting authorities.

Lot 1. Lift Inspections (LOLER)

Description

This Lot covers independent statutory inspections in accordance with LOLER and associated lift safety legislation. Services include, but are not limited to:

Thorough examinations under LOLER for passenger lifts, mobility lifts, platform lifts, step lifts, hoists and lifting equipment

Production of LOLER reports, defect classifications and compliance notifications

Re-inspection following remedial works

Safety audits and risk assessments

Condition assessments and lifecycle reporting

Support for insurance audit requirements

Review of maintenance standards and contractor performance

Emergency or ad-hoc inspection requests

Lot 2. Lift Consultancy Services

Description

This Lot covers technical consultancy relating to lift assets across residential, commercial and public buildings. Services include, but are not limited to:

Independent lift engineering consultancy

Technical surveys, feasibility assessments and specification writing

Design input for new lift installations and modernisation projects

Performance audits of existing lift contractors

Root cause analysis of recurring lift failures

Contract management support and KPI compliance monitoring

Budget forecasting, asset planning and lifecycle cost modelling

Project management for lift replacement/modernisation programmes

CPD and technical advisory services to client teams
