seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
A contract variation is required to extend the current contract to facilitate a go-live of 1 April 2026, as additional works, services or supplies have become necessary and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience / duplication of costs.
In support of this, several new and essential activities have emerged during the programme, and these have necessitated an extension to the overall timeline.
The additional services required are intrinsically linked to the existing SAP implementation and have been developed by HCL Technologies using proprietary configurations and Council-specific adaptations. A change of supplier would necessitate re-engineering of these solutions, retraining of staff, and redevelopment of test and migration tools, resulting in substantial duplication of costs and significant inconvenience. Furthermore, the technical interoperability between SAP modules, ARIBA CIM, and Concur expense systems requires continuity of supplier to ensure seamless integration and system stability.
