Description

NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board (BSW ICB) are seeking to directly award their Population Health Management and Shared Care Records requirements through a direct award to their existing provider Graphnet Health Limited at the end of their current contract which is due to expire on 31st March 2026.

Due to the changes in the NHS Landscape BSW ICB have taken the decision to direct award to the existing provider under the direct award justifications 7 (b) set down within Schedule 5 of the Procurement Act 2023. The ICB decision is based upon :-

National Direction: The Ten Year Health Plan describes the development of a standardised national solution for this functionality during the period that would have been covered by a new contract term following a competitive procurement. National guidance advises that this should be taken into account in any procurement decisions.

Mobilisation Complexity: Changing provider at this stage would involve significant complexity and lengthy resource implications. Any new provider would first need to migrate from the current arrangements and subsequently migrate again to the yet to be designed national solution. This is set within the context of significant organisational reform underway in NHS Integrated Care Boards.

Additional Functionality:

Functionality enabling the sharing of Shared Care Record information at a national level will be incorporated into the existing contract using NHS England funding. This enhancement will be funded for a period extending beyond the current contract term.

The contract value will be circa £1.2m per annum subject to contract options detailed herein.

BSW ICB has considered the timing of this notice as the completion of the current contract is 31st March 2027 but is of the opinion that they should be as transparent on their intentions well ahead of the contract expiry. The direct award will start on 1st April 2027 for a period of 12 months with a possible extension of up to a further 12 months.
