Description
The London Boroughs of Kensington & Chelsea and The City of Westminster are seeking to establish a Framework agreement for Children and Young People's Home Care, Passenger Assistance and Community Care. THe aim of this procurement is to provide access to high quality and responsive services which are available in the local area whilst providing opportunities for children and young people to thrive, whether in education, employment, independent living, or community participation. We want to enable our children and young people to realise their ambitions, overcome their concerns and to have the skills and opportunities they need to live happy and fulfilled lives.

Description of possible extension:
The proposed procurement aligns with the Procurement Act 2023 ("PA23") and fully complies with WCC's Procurement Code. It is classified as a Ligh-Touch Regime procurement under PA23 Schedule 1, with user choice provisions under Schedule 5. The Framework will run as an Open Framework, with three planned iterations:
- Issue 1 (Initial Term): 01/04/2026 - 31/03/2029
- Issue 2 (3-year refresh): 01/04/2029 - 31/03/2032
- Issue 3 (final 2-year refresh): 01/04/2032 - 31/03/2034

Framework operation description
This Framework operates under the Procurement Act 2023 as an Open Framework Agreement for Light Touch Regime services.
This Framework will re-open at pre-determined intervals as detailed within this Notice. All successful Providers will be appointed to one or more Lots and will be eligible to receive individual call-offs.
Prices will be established at call-off stage in line with the reates and pricing methodology submitted at framework entry. Individual allocations ("call-offs") will be made without further competition, based on suitability, availability, and best fit to service user needs, as determined by the Council's commissioning team, and in line with the provisions detailed within the Tender.
This structure allows flexibility to meet demand across Westminster, Kensington & Chelsea, whilst maintaining transparency, fairness, and proportionality for all approved providers.
