Description

Hampshire County Council (HCC) is looking to establish a framework agreement for the supply, installation, training, and disposal of P50 fire extinguishers, including the disposal of traditional steel extinguishers.

This framework will primarily support the estates of Hampshire County Council and Hampshire and Isle of Wight Fire & Rescue Services, but will also be available for use by other contracting authorities. These may include local authorities across Hampshire and the Isle of Wight, as well as schools, academies, colleges, and third sector organisations operating within the region.

Traditional steel fire extinguishers have long been the standard means of first response fire protection. However, these extinguishers require regular servicing by certified engineers, involve on-going maintenance costs, and contribute to environmental waste at the end of their service life due to their steel construction and pressurised contents. The P50 extinguisher range offers a more cost-effective alternative, manufactured from composite materials that are corrosion-resistant, require no discharge testing or refilling for up to 10 years, and can be visually inspected by trained staff on-site. This significantly reduces maintenance costs, environmental impact and operational disruptions.

Through this framework, the Authority aims to enhance efficiency, sustainability, and long-term cost-effectiveness across its estate and those of other partner organisations.

Further information about fees

The Council requires a rebate in the sum of 3% of net sales under the Framework Agreement (including VAT) to be paid by the Contractor to the Council annually based on all orders paid to the Contractor by the Contracting Authorities in respect of all Orders placed under this Framework Agreement, during the preceding period. The Contractor shall send annual figures to the Council, who will then raise an invoice to the Contractor requesting payment. The Contractor shall quote the Framework Agreement reference number on all correspondence clearly stating the period the payment relates to. Supporting documentation should be included to show the value of sales against which rebate has been calculated.

Framework operation description

The framework will be awarded and ranked on a lowest price cascade basis. The lowest price supplier will be offered the call-off opportunity first, if they reject the offer or they cannot deliver within specified timescale, the offer will transfer to the next lowest priced supplier and so on until a supplier is awarded the project.

Payment terms

Payment of any Price due under an Order shall be made within thirty (30) days of receipt by the Contracting Authority (at its nominated address for invoices) of a valid invoice from the Contractor in accordance with the provisions of Annex 4.

Rebate of 3% as per Clause 35 of the Framework Conditions will apply to any orders placed under this Framework.

Description of risks to contract performance

HCC existing Fire Equipment Framework

The current Framework supplier has confirmed they will not provide P50 extinguishers and therefore there is a requirement to establish this framework for provision of this type of extinguisher. The clients have evidenced an established requirement for these specific extinguishers and any other fire safety equipment that is not within the P50 range (such as fire blankets etc) will continue to be procured via the existing fire equipment framework.

The P50 equipment is new to the market and largely provided by resellers. Market engagement confirmed eligible suppliers to meet the requirements. The framework contract will include provision in the Framework Terms for a permitted modification if the P50 range expands.

Justification for not publishing a preliminary market engagement notice

Market testing was conducted via a test project in Bar end. The suppliers were involved in benchmarking the prices and delivery of an example site and this information was collated to understand the market, the benefits of the P50 design and to have price benchmarking that to help inform the procurement pricing schedule
