Scope

Description

3 separate contracts will be awarded an equal share (up to 33.33%) for the provision of primarily audit services of decarbonisation works.

This will consist of both in-cycle and post-cycle auditing of completed decarbonisation works.

  • £700,000 excluding VAT
  • £840,000 including VAT

Justification for not using lots

The fluctuating nature of potential short-term audit work across locations it was deemed more suitable to have multiple suppliers with full national coverage - still splitting the contract equally, to protect against the risk of having a significant influx of work in a single region which could cause a delay as the allocated lotted supplier may not have capacity. This is a risk-averse approach and has worked previously for Salix.

Weighting description

The initial stage the five highest scoring suppliers that pass all the minimum requirements will be shortlisted and invited to submit a final tender.

At the second stage the shortlisted tenderers will be evaluated under the Price per Quality point (PQP) methodology, all tenderers must submit a quality submission and commercial submission, as long as the quality submission meets the minimum quality threshold of 60/100 then it will continue to be considered for award of one of the three contracts....

Competitive flexible procedure description

A two stage competitive flexible procedure will be undertaken in the format of a request to participate where the open market is invited to review the specification and if suitable respond to the PSQ and additional questions.

The 5 highest scoring suppliers that pass all qualification criteria will be shortlisted to proceed to submit a final tender response with the top three being awarded a contract for up to 33.33% of the service requirements for the Audit of Decarbonisation Works.
