Description

The development of the Housing with Care Goods and Services Framework is intended to establish a strong partnership with like-minded businesses who share Wigan's values, attitudes and behaviours and demonstrates a commitment to Community Wealth Building.

This framework will serve as a vital channel for obtaining goods and services that assist the Borough's most vulnerable residents. It is designed to support individuals in setting up their homes and, through an ongoing programme of works, help them maintain independence and live safely within their community.

Under this agreement, the Client or their representative shall retain full discretion in selecting the supplier(s) from whom household goods and/or services are to be sourced.

Lot 1. Sofas and chairs

Description

Armchair/2-seater/3-seater in a range of colours e.g. black, brown, grey etc.

All to have an option of recliner and not recliner. Chairs and sofas to have a reclining option.

All fabrics to be hardwearing and stain resistant.

Faux leather options to be wipeable.

All upholstered items be fire retardant and meet British Standards and Fire Regulations.

Lot 2. Television and Television stands

Description

Standard TV size to be provided will be 43inch

Have the option to provide a 55inch TV (shared properties) and a smaller 32inch should that be a requirement.

No particular make however must be smart TV

Television stands are to be solid, sturdy and available in different colours/finishing e.g., cream, white, black, wood. Ideally to have a shelf or cupboard.

Lot 3. Bedroom Furniture / Suites / Beds

Description

Standard furniture package to include a wardrobe, chest of drawers and a bedside cabinet in a range of colours and finish.

Option to add on additional items to match if required.

Items must be sturdy with no mirror or glass front.

Beds to be divan, available in single, small double, standard double and king size with the option of storage drawers.

Offer a range of mattresses including soft, firm and waterproof.

Option to include a headboard.

Available in a range of fabrics and colours e.g. plush velvet, faux leather, PVC

Lot 4. Washer Dryer / Fridge Freezer / Dishwasher / Cooker / Microwaves

Description

Offer a range of washers, vented, and condenser dryers. Washer dryer to hold a minimum of 8kg and spin speed of 1200.

A 50/50 frost free fridge freezer with sturdy drawers.

Standard and slimline dishwasher.

Standard induction hob.

Induction hob cookers and electric cookers.

Option to have a gas cooker.

All appliances must have sturdy controls and be easy to use.

A minimum 800W microwave, easy use e.g. with a handle and manual buttons.

All appliances to be available in White, Silver and Black.

Lot 5. Dining Room Table and Chairs

Description

Option of small dining set with two chairs.

Option of larger dining set with four chairs.

Option of an extendable table with drop-leaf.

Tables available in a range of colours and different seat coverings e.g. faux leather or fabric, wooden chair with seat pads.

Must be sturdy.

There will be no requirement for glass dining tables.

Lot 6. Window Blinds

Description

Measure, supply & Fit Flame-Retardant Blinds, curtains and curtain poles

Choice of colour and type of blind, ie roller, vertical, blackout.

Lot 7. Flooring

Description

Measure, supply and fit service with a range of carpet, vinyl or laminate flooring.

Availability of non-slip flooring for some properties.

To be available in different colours and mid-range quality.

Lot 8. Internal decorating

Description

Provide a full decorating service to include, stripping of wallpaper, hanging of wallpaper, Emulsion on ceilings and walls. Preparing and painting of woodwork.

Lot 9. Specialist / Bespoke Furniture

Description

Provision of furniture that is suitable for use in challenging environments e.g safety furniture, heavy duty, strengthened, bariatric, made to measure.

Framework operation description

The Council has stipulated maximum prices for the goods and services procured under this Framework Agreement. The prices are inclusive of delivery and installation and may be subject to an annual inflationary uplift. Bids will not be evaluated on price.

Submissions for admission to the framework will be evaluated against two criteria: Quality (75 points) and Community Wealth Building (25 points). To be admitted to the framework, suppliers will need to achieve a minimum of 60 points from the Quality and CWB criteria.

All goods and services purchased under this framework will be sourced exclusively through a Direct Award process whereby the individual and their families select the preferred supplier directly.
