Scope
Description
This notice is to assess the interest and capability of the SME market to deliver general building maintenance works across a collaborative multi authority framework.
Monmouthshire County Council are proposing the establishment of a collaborative multi‑lot framework agreement to deliver general building maintenance and repair works to the non-domestic property portfolios across 5 authorities. The framework will cover multiple disciplines to include; general building works, electrical and mechanical works, fire & security, external groundworks, roofing and emergency call outs. The framework is to be delivered under geographically defined lots on behalf of the following Authorities: Monmouth, Torfaen, Blaenau Gwent, Cardiff and the Vale of Glamorgan.
It is anticipated that the framework start date will be 1st July 2026 for a period of 3 years with a further 1 year extension (A maximum total of 4 years). The anticipated value of the overall framework is circa £230 million over the full 4 year term.
It is anticipated that the framework lotting structure will be as follows:

The Authorities are looking to engage SME's in regard to this framework, and to understand the barriers and support needed for SME's to bid for the lots.

We anticipate 2 further market engagement sessions to be arranged once the questionnaire results are complete. The dates for the sessions will be notified via Proactis and are anticipated to run late October 2025
