Description
Babergh District Council and Mid Suffolk District Council are currently out to tender for the provision of Mechanical & Electrical Installations.

The Contract requires delivery of Mechanical & Electrical installations to domestic and light commercial properties, including but not
restricted to:
Re-wires
Fuseboard upgrades
Extract fan upgrades both kitchen and bathroom
Loft lights and switch
Spurs and isolators on kitchen appliances which will need to be engraved
Distribution board and armoured cable rewire to outhouses
Re-lamping to upgrade to the most energy efficient products
Photovoltaic installations
Energy efficient heating systems including air source heat pumps and consideration of ground source heat pumps
Boiler replacements including radiator and pipework upgrades for Air Source Heat Pump in the future
Radiator, pipework and valve upgrades to properties fuelled by commercial boilers
Commercial lighting upgrades in communal areas including automatic presence detectors and LUX adjustment lighting
Section boards and submain upgrades and check meters
BMS upgrades to commercial plantrooms
Outside lighting to Sheltered Housing Units (SHU's) and General Needs blocks
Asset tagging and registering of M&E equipment including the provision of schematic drawings of SHU's

Description of possible extension:
It is intended that the Contracts will commence in April 2026, and run for a period of three years with the option for renewal, as
decided by BMSDC, for an extension of up to a further two years, subject to satisfactory reviews based upon performance and quality
of service and delivery. The maximum duration of the Contracts is therefore five years.

Description of how multiple lots may be awarded:
In the event that the same Supplier is top placed on both lots at the conclusion of the evaluation process, BMSDC reserve the right to
award based on the lot priority stated within Document B1 and may elect to award the second placed Supplier on the remaining Lot the
Contract in this circumstance. BMSDC wish to have step in rights across the two lots whereby each Supplier will be able to step across
and support delivery in the other lot in the event that capacity or quality issues arise.
BMSDC will conduct a qualitative and financial evaluation of the Responses received and the Contracts will be awarded on the basis of
the Most Advantageous Tenders and in accordance with the methodology set out in this document.

BMSDC invites Suppliers to express an interest in participating in the procurement process,
via the Suffolk Sourcing website. Interested Suppliers are to submit a Request to Participate.
The Request to Participate documents include the Conditions of Participation Questionnaire,
which must be completed by Suppliers to demonstrate the fact that they meet the
minimum requirements set by BMSDC and are suitability experienced and qualified to
undertake the Works being procured.
Suppliers must submit their Response by the time and date stated in this Document.
Following this, BMSDC will evaluate all Responses against the criteria and weightings set out in
this Document.
Based on its evaluation of the Responses, it is envisaged the seven highest scoring Suppliers,
across all lots, will be Invited to Tender by BMSDC.
Following the evaluation of the Responses, assessment summaries will be issued to all
Suppliers who submitted a Response, informing them of the outcome of the evaluation of
their Response, pursuant to BMSDC's obligations under the Act.
It should be noted that the appointment of the Contractor will be subject to the Standstill
Period, Leaseholder Consultation Period and Client approval.
