Justification for not publishing a preliminary market engagement notice
Pre-existing Market Knowledge
The authority's extensive understanding of the market-gained through prior procurement exercises-means there is already a clear view of supplier capabilities and the availability of suitable solutions. As a result, the value that could be obtained from a Preliminary Market Engagement (PME) exercise is significantly reduced. With no material likelihood of uncovering new information, it is more prudent to direct resources towards the procurement itself, ensuring efficiency and focus throughout the process.
