Competitive flexible procedure description
FCDO intends to award a contract at the end of bid evaluation (stage 1) and conclude the Procurement Process without proceeding to Negotiation (Stage 2).
If FCDO, upon receipt and evaluation of the Tenders at Stage 1:
• is not able to identify the Potential Supplier which is the most advantageous; and/or
• determines that there is a requirement to negotiate on terms (for example to improve Tenders),
then FCDO reserves the ability to proceed to Stage 2.
Where FCDO determines that the Procurement Process should conclude at Stage 1, FCDO will proceed to the identification and provisional selection of the preferred supplier. In this scenario, FCDO will conclude the Procurement Process without progressing to Stage 2.
