Scope

Description

This contract is for the provision of consultancy services for the management of (i) the planning process and (ii) the planning budget for a large strategic land site.

Description of possible extension:

The contract can be extended in the event of (i) an outstanding planning decision, (ii) a challenge to planning permission (until such time it is resolved) and/or (iii) until any planning permission granted is free of requirements deemed unacceptable by The Crown Estate.

Single supplier - intellectual property or exclusive rights

The contract being awarded is in accordance with paragraph 5 of Schedule 5 of the Procurement Act 2023. A direct award to Crucible (Strategic) Limited ("Crucible") is appropriate as it has exclusive rights in respect of the strategic land site.

Crucible has a long-standing involvement in relation to the promotion of the strategic land site. Crucible's involvement has been made possible as a result of previous contractual arrangements which were not and are not capable of being replicated by another party.

Crucible also has specific know-how in respect of the strategic land site which means it is uniquely placed to provide the services.
