Description
Cheshire East Council is looking to create a framework for the installation of public rights of way (PROW) furniture and associated PROW and countryside access works. The framework will run for 3 years (from January 2026) with the option to extend for one further 12-month period. The PROW network within the borough of Cheshire East Council is currently managed by four area PROW Network Management & Enforcement Officers.

Lot 4. Non Standard Work
Description
This is for any non-standard work (hourly rate for works not listed in the Lots.) This could include fencing, installation of steps, drainage work, erecting barriers, spraying pesticides etc.

Lot 5. Vegetation clearance
Description
This lot is for vegetation clearance, the vegetation clearance rate to strim (or use brush cutter) 100m to a minimum width of 1.2m so that the vegetation is no more than 5cm tall. Rates should also be provided for tractor flailing (surface vegetation and hedges) as well as pedestrian mowers for linear lengths of 100m where the service is available.

Framework operation description
The Council intends to offer the top 10 scoring tenders from each Lot (of the ITT responses) a position on the Framework.
In the event that two or more submission receive the same scores (i.e. they are tied), the submission which scores highest for Q1 will be ranked highest. If this is not a determining factor, then the submission which scores highest on Q2 will be ranked highest and so on to the extent necessary through questions Q3 and Q4.
For the framework, the successful contractors will be ranked, with the contractor scoring the highest (quality + financial scores) being first. The top ranked contractor will be offered packages of work, where the provider does not have the capability and capacity, or is suspended or removed from the framework this work will be offered to the second ranked contractor and so on. The Supplier acknowledges that, in entering into this Framework Agreement, no form of exclusivity or volume guarantee has been granted by the Authority for the Services and that the Authority is at all times entitled to enter into other contract and arrangements with other suppliers for the provision of any or all services which are the same as or similar to the Services.
The Supplier shall submit a fixed price (even if that price is nil) for each item of the lot they are bidding for as set out in the Pricing Schedule(s) which shall remain fixed for the duration of the Framework.
