Description

Harborough District Council ("the Council" or "the Authority") is inviting tenders for a single Supplier to be contracted for all recyclables and waste collection services, street cleansing services, and grounds maintenance services, across Harborough District. The contract must start on 1st April 2027; it is therefore envisaged this contract shall be awarded and mobilisation will start in October 2026.

The competitive flexible process is made up of four stages including:

Stage One - PSQ

Stage Two - Invitiation to Submit Initial Tender (ISIT)

Stage Three - Post ISIT Dialogue and Negotiations

Stage Four - Invitation to Submit Final Tender (ISFT)

The deadline for submissions to Stage One - PSQ is 12 noon 31st October 2025.

Justification for not using lots

Harborough District Council conducted extensive market engagement in March 2025, in which suppliers provided feedback on the proposed tendering model. Suppliers advised the opportunity would be most attractive as a single lot rather than dividing services into their specialisms. The Council considered the feedback provided and in the interest of attracting as much competition as possible for this tender, it was decided a single lot would be used.

A Competitive Flexible Tender is defined as a procurement where any Supplier who feels they meet the requirements in the specification can submit a bid to the first stage of the process.

It is a multistage process which will include prequalification requirements, quality testing, and negotiation stages.

• This tender process will be formed of 4 stages:

1. Stage One - Supplier Suitability
