Framework operation description
All bidders that pass the Selection Questionnaire element, meet the requirements of the Price elements [and achieve at least a minimum score of 3 or above on any of the quality questions will be awarded a place on the framework.
A cascade system will be used to award call-off contracts under the Framework Agreement. This means that in the first instance a call- off will be made with the highest scoring bidder. Should the highest scoring bidder be unable to accept the call-off it will be offered to the next highest scoring bidder, and if necessary the subsequent next highest scoring bidder, etc. unless the requirement exceeds 15K then we will run a mini competition as stated below.
Mini competitions will be used to award call-off contracts under the Framework Agreement above 15K. All parties awarded to the framework [for the particular requirement] will be invited to compete for each call-off.
