Description
Caerphilly County Borough Council is seeking to establish a Framework for Energy Efficiency Retrofit - Electrical Building Services.
The purpose of this Framework is to support the Authority to deliver a range of electrical energy efficiency retrofit projects including LED lighting upgrades and solar photovoltaic installations at locations within Caerphilly County Borough.
In line with Welsh Governments targets the Authority aims to be Net Zero by 2030. To help achieve this target, the Authority intends to convert all of the lighting within its managed estate to LED format with appropriate controls included. Not only will this help achieve carbon reduction ambitions it will also assist with ensuring appropriate lighting levels are attained within those buildings.

Description of possible extension:
The Authority intends to establish a Framework for a period of two (2) years with the option to extend for a further period of up to twenty-four (24) months.

Lot 1. Electrical Design
Description
Contractors are required to provide legally compliant lighting designs and drawings which include associated components such as PIR's for the Council's buildings including but not limited to schools, offices, libraries and leisure centres.
The designs will include lighting plots for all areas and utilise an existing list of approved light fittings. Designs may require new circuits for some additional emergency lights but generally the designs will be used to cover a light for light exchange programme to transition to LEDs.

Lot 2. Lighting and Electrical Equipment
Description
Contractors will be required to upgrade old inefficient lighting (including PIR's etc.) to new LED formats within the Council's buildings including but not limited to schools, offices, libraries and leisure centres.
You will follow lighting designs and drawings which will be provided to you and utilise an existing list of approved LED light fittings. This will include internal and external fittings.
There will be minimal rewiring works. You will need to arrange lifting equipment where necessary. You will comply with the authority's asbestos requirements including training requirements and provide RAMS. You will be given access to the authority system for uploading completion documents. Whilst onsite you may be asked to install or upgrade other electrical components such as time controls or even point of use hot water heaters.

Lot 3. Solar Energy
Description
MCS certified Contractor's will design and install photovoltaic systems utilising Solar Edge (or equivalent) technology within the Council's buildings including but not limited to schools, offices, libraries and leisure centres.
PV systems are unlikely to exceed 99kwp in size.
Contractors will need to undertake all appropriate checks with the network operator prior to work commencing. Contractors will need to arrange lifting equipment where necessary and comply with the authority's asbestos requirements including training requirements and provide RAMS.
You will be given access to the authority database system for uploading completion documents including drawings.
Contracts will be awarded under this lot following further-competition processes which all eligible Contractor's will be invited to participate in.

Lot 4. PV Maintenance
Description
Contractors will deliver the inspection, maintenance and associated services of existing PV systems across the Council's buildings including but not limited to schools, offices, libraries and leisure centres. The contractor will ensure that PV systems operate safely, efficiently and in compliance with relevant standards and regulations.
Services include routine inspections, fault detection and maintenance, panel cleaning and periodic reporting.
