Description
The scope of the blood sciences managed service will include the provision of all blood sciences equipment, maintenance, staff training, reagents & consumables, associated IT systems and enabling works for the delivery of chemistry, immunoassay, haematology, coagulation, blood transfusion, and immunology services. Other tests such as Point of Care Testing may be considered at a later stage of the procurement as part of the Contract.
Tenderers should use the information provided as part of this tender to propose innovative, efficient and sustainable solutions that meet the outlined needs of the Contracting Authority.

As this contract will operate as a managed service for the duration of the contract, the Authority reserves the right to procure any blood science-related equipment or associated services, including point-of-care testing, where required to support clinical operations within the scope of this procurement.

Competitive flexible procedure
Competitive flexible procedure description
This procurement will be conducted in successive stages of a competitive flexible procedure incorporating dialogue, with the aim of enabling the design of a procedure appropriate for awarding this public contract. The dialogue sessions will be beneficial in facilitating the discussion of the procurement requirement and helping the Authority understand the Tenderers' solutions.
The competitive flexible procedure for this procurement will be structured in the following stages:
Stage 1 - Invitation to Participate in Dialogue ("ITPD")
Stage 2 - First Dialogue Stage
Stage 3 - Invitation to Submit Detailed Solutions ("ISDS")
Stage 4 - Final Dialogue Stage
Stage 5 - Invitation to Submit Final Tenders ("ISFT")
Stage 6 - Contract Award
This is a complex procurement and the Authority has, as far as possible, provided details about the procurement procedure it wishes to carry out. However, depending on the Tenderers' submissions and how the procurement process progresses, the Authority reserves the right to adjust the process and introduce further stages (including presentations and demonstrations) as it sees fit. Any confirmed changes will be communicated to all Tenderers who remain in the competition at the time such changes take effect.
