Description
Neath Port Talbot County Borough Council invites tenders for the provision of a Transitional Supported Accommodation Service for young people aged 16 to 24, with the contract scheduled to commence on 1st April 2026.
This service will provide 24-hour staffed support at a fixed location, accommodating up to five young people at any one time. It is specifically designed for individuals aged 16 or 17 transitioning from residential care or whose current accommodation is no longer suitable due to the level of support required.
Many of the young people accessing this service are likely to have experienced trauma, possess limited support networks and may be vulnerable to exploitation. Support will be tailored to individual needs, encompassing both one-to-one and group-based sessions (both on-site at the property and off-site at community locations), and will offer practical and emotional assistance.
The purpose of the Service is to equip each young person with the necessary skills, experience and aptitude to enable a planned move on to appropriate sustainable accommodation options post 18.
A suitable property has been identified in partnership with Caredig Housing Association, located at 20 Victoria Gardens, Neath SA11 3BH. The property comprises six self-contained flats, with one flat designated for staff use. The flats are currently at the final stages of renovation.
The successful provider will be required to enter into a housing management agreement with Caredig Housing Association for the duration of the contract.
The contract will be for 5 years initially, with the option to extend up to a further 2 years making the contract term potentially up to 7 years in total.

- Click on the ITT code, you can now access any attachments by selecting 'Buyer Attachments'.
3. Responding to the ITT.
- You can now choose to 'Respond' or 'Decline to Respond' (please give a reason if declining).
- Note the 'Closing Date', and then follow the onscreen instructions to complete the ITT.

Description of risks to contract performance
Supplier Risks
- No Suppliers bid for tender due to fixed contract value
- Any TUPE movement to the successful bidder may delay start date and service quality
- The supplier may not deliver a high standard service during the contract period
Financial Stability
- Supplier may present financial risks during the contract period
- Supplier may not agree to annual uplift amounts offered during contract period
Market Risks:-
- Disgruntled organisations not knowing of tender opportunity
- Providers may not consider the service model attractive enough to submit a tender bid
- Supply Chain Furniture may not be purchased in time which could delay the service start date
- The Housing Association may refuse to enter into the housing management agreement with the successful bidder
- The supplier may refuse to sign the housing management agreement after winning the tender (or insist on major changes)
Compliance Risks:-
- The supplier may deliver 'care' which would require CIW registration and is not in scope of the service
- The supplier may not adapt to changes in legislation/ procedures such as the expected introduction of Welsh Gov regulations for this service sector in the future
Contractual Risks:-
- The contract may be ambiguous with unclear contract terms leading to different interpretations between Council and Provider
- The supplier may not meet all contractual requirements e.g. submitting performance data in line with timescales
Operational Risks:-
- Supplier may have difficulties recruiting and retaining staff
- Supplier may not deliver robust staff training, support and supervision leading to poor quality of support
- Supplier may not build positive neighbourhood relationships leading to neighbour disputes
- Supplier may not feel they are able to support young people with complex needs and reject referrals/ evict young people
Quality Assurance Supplier may neglect to undertake regular audits and quality assurance checks
- Supplier may be inexperienced to robustly internally monitor the service quality
Stakeholder Risks:-
- Local Councillors may not view the service as positive to the local neighbourhood due to homelessness issues in local area
- Neighbours may not have a positive view of the service due to fears of anti-social behaviour surrounding the property
- Police, Health and other professional stakeholders may not fully support the supplier in managing relevant service risks
Sustainability Risks The service may not maintain financial stability if they are faced with high agency staff bills and require higher uplifts than offered
- During the contract period, new staff may only be offered temporary contracts if coming to end of contract, therefore, they may not be able to recruit new staff at contract end
