Description

The Contracting Authority is inviting submissions from organisations who can provide a Retrofit Works, including Consultancy Services for at least the next 4 years in accordance with the requirements contained within Document 2a - General Specification

The contracting Authority has considered whether the Works could reasonably be supplied under more than one contract and whether such contract could appropriately be awarded by reference to lots in accordance with section 18(1) of the PA 2023. Following this assessment, the Contracting Authority confirms that the Procurement will be structured into three (3) lots as set out below:

a) Lot 1 - Consultancy Services (including Principal Designer)

b) Lot 2 - Renewable Technologies

c) Lot 3 - Fabric Works

To preserve independence and ensure robust oversight, any supplier submitting a tender for Lot 2 and/or Lot 3 will not be permitted to submit a tender for Lot 1. The Contracting Authority requires that the consultancy role, including the Principal Designer function, remains fully independent from the delivery of works.

Lot 1. Consultancy

Description

Under the Construction (Design and Management) Regulations 2015 (CDM 2015), the Principal Designer (PD) is the party appointed by the Client to plan, manage, monitor, and coordinate the pre-construction phase of a project where more than one contractor is involved. For this contract, the appointed consultancy supplier will assume the full duties of the Principal Designer on behalf of the Contracting Authority as the Client.

Lot 2. Renewable Technologies

Description

Design, Supply and Installation of Heat Pump systems and associated components covers the installation of all goods and materials and associated components in relation to the Installation of Heat Pump systems. Design, Supply and Installation of Solar and associated components covers the installation of all goods and materials and associated components in relation to the installation of Solar PV and ST systems, including battery storage.

Lot 3. Fabric Works

Description

Design, Supply and Installation of Windows and doors and associated components covers the installation of all goods and materials and associated components in relation to the Installation of windows and doors.

Design, Supply and Installation of Ventilation and Extraction and associated components covers the installation of all goods and materials and associated components in relation to the Installation Ventilation and Extraction systems.

Design, Supply and Installation of Insulation and associated components provides for the supply of all goods and materials and associated components in relation to the design, supply and installation of all insulation measures.

Design, Supply and Installation of Controls and Monitors, Low Energy Lighting and Electric Heaters and associated components covers the installation of Controls and Monitors, Low Energy Lighting, Electric Heaters and all associated materials and components.

The contracting Authority has considered whether the Works could reasonably be supplied under more than one contract and whether such contract could appropriately be awarded by reference to lots in accordance with section 18(1) of the PA 2023. Following this assessment, the Contracting Authority confirms that the Procurement will be structured into three (3) lots as set out below:

This Procurement will be conducted in two (2) stages.

All Suppliers will be assessed by an Assessment Panel of the Contracting Authority's choosing and will comprise of officers from the Contracting Authority, who will assess each of the submissions in line with the specified assessment criteria.

In summary, the requirement is split into two key stages. Stage 1 - is the Invitation to Participate. All suppliers will need to complete Document 5a - Invitation to Participate. Following the evaluation, the Contracting Authority will invite up to 7 Suppliers for each Lot to submit an Invitation to tender, which will be evaluated based on Quality 60% and Price 40%.

At this stage the Specification is in DRAFT and will be signed off at the Invitation to Tender stage (2)
