Scope

Description

Foreign, Commonwealth and Development Office (FCDO) are planning to procure a Technical Assistance contract for Nairobi Railway City Technical Assistance Project (NRC TA) in Kenya.

The contract would require the supplier to provide expertise to support Kenya Railways to fully develop and unlock the economic potential of the Railway City Project in Nairobi, Kenya. The Supplier will provide the strategic oversight of the Railway City Project, leadership, stakeholder management to ensure the effective delivery of day-to-day operations of the Contract. This will also include identification, development and delivery of Technical Assistance activities, oversight and management of the Technical Assistance expertise commissioned. The NRC TA contract will contribute to broader national objectives, including stimulating economic growth, generating employment opportunities, expanding future transport capacity, and delivering a mixed used climate resilient project that includes affordable housing in its scope.

The route to market for this contract is not yet determined and FCDO will be using market feedback from Preliminary Market Engagement activities to inform the decision. A further Preliminary Market Engagement (PME) Notice (UK2) will be published in due course with the details of Preliminary Market Engagement activities.

The route to market stated in this notice is therefore subject to change. FCDO cannot guarantee that interested suppliers will be eligible to participate in the route to market that is ultimately selected.

The UK Foreign, Commonwealth & Development Office (FCDO) are set to publish the procurement for Nairobi Railway City Technical Assistance (NRC TA) Services in Nairobi, Kenya. This process will be conducted in several stages: (1) Invitation to Submit Initial Tenders (ISIT) Stage 2) Negotiation or Dialogue and 3) Final Tender Submission

ISIT Stage: a single stage that includes:

• Qualification questions- Conditions of Participation

• Full tender requirements

Interested bidders must register on the FCDO Jaggaer portal, complete Conditions of Participation questionnaire, Technical and Commercial proposals and submit their responses by the specified deadline.

After evaluating the Conditions of Participation questions, only the bidders who have passed the Qualification questions will be taken forward for evaluation of technical and commercial responses. Bidders who fail the Qualification questions will be notified as soon the Authority decide that a bidder does not meet the Conditions of Participation but before any negotiation or final tender invitation is issued to other bidder

After evaluating the Stage 1 responses, bidders will be notified if they are invited to Stage 2: Negotiation or Dialogue, where FCDO may conduct further clarifications on technical, financial, or legal aspects of proposal. Negotiations will be conducted with all suppliers who submitted initial tenders (unless they are excluded for valid reasons).

All bidders who participated in Stage 2 will be then invited to submit the Final Tender Submission.
