Description

Yate Town Council is seeking to appoint a contractor to design and build the refurbishment of the existing Peg Hill Skatepark. The anticipated budget for this project is £450,000 excluding VAT; this value is inclusive of a 10% contingency budget (£45,000).

Full procurement description is included within the Peg Hill design brief, however, please find below the project priorities and design specification:

The Peg Hill Skate Park refurbishment seeks to achieve the following priorities:

a. Provide a 25year life cycle (minimum);

b. Use of sustainable, hardwearing materials with long life cycles that are resistant to climate change (extreme wet/ heat) and anti-social behaviour;

c. Improved health and safety, areas for weather shade, materials that are low heat conducting

d. Low impact on the climate and planet, refurbishing/ reusing/ recycling as much as possible; using materials and practices that are sustainable e.g. low carbon footprint, chemical free, supportive of the local economy and local workforce;

e. Value for public investment, a design with low maintenance and risk of repair;

f. Expansion of inclusive features e.g. disability, neurodiversity, making space for girls;

g. A design suitable for varying abilities and disciplines - beginner to advanced level users, for large and small wheels;

h. Refurbishment works must commence on site in Spring 2026 and conclude by 30th September 2026.

Tenderers are asked to submit proposals for a refurbishment design of Peg Hill Skate Park that:

a. Respond to the priorities outlined in the public survey (Appendix 2, question 7.a within design brief and Project Priorities above.

b. Takes place within the current footprint of the skatepark, making best use of the space available, and popular features that could be refurbished/ retained (designs should not include any equipment that requires planning permission, or that exceeds planning and/or safety restrictions, such as permitted development. If post contract signing, design revisions are required to meet planning and/or safety requirements, costs incurred will be the responsibility of the supplier, not Yate Town Council (as per the JCT Design & Build contract clause 2.17.1)

c. Retains a below ground bowl feature, identified in a public survey as a high priority;

d. Incorporates the most popular design features, identified in the phase 2 public survey (questions 6 and 7, appendix 2 within design brief). Suppliers may also wish to take inspiration from the skate parks identified in question 7, appendix 2 within design brief)

e. Emphasises creativity and the importance of allowing for varying levels of interaction with the skateable features, to support varying levels of confidence and ability.

• Signed Form of Tender, Anti-collusion Certificate, Equalities Declaration and Climate and Planet Declaration;

• Completed Due Diligence & Reference Pack and any required documents;

• Information outlined in section 7 Contractors Submission within the Peg hill Design Brief Document.

NB* Financial checks may be undertaken on selected contractors, prior to appointment, depending on contract value.

It is prohibited for prospective contractors to contact Yate Town Councillors or Staff to encourage or support their tender outside of the prescribed process outlined below.

Tenders will be assessed as detailed within the "Award Criteria" section of the published tender notice. The Town Council is not obliged to accept the lowest or any tender.

Tender Timelines:

The tender opportunity will open on Monday 15th September 2025 and run until noon on Friday 14th November 2025.

The decision process and key dates will then be as follows:

• All tenders will be opened and reviewed within 7 days of 14th November 2025;

• We may contact you at this point if we have any queries about your tender or require any clarification;

• Tenders will be reviewed, with suppliers shortlisted by 30th November 2025;

• Shortlisted suppliers may be asked to attend a Community Networking event (in person) to workshop their proposals with residents, on the 13th of December 2025;

• Conditional appointment of a contractor, subject to satisfactory due diligence by 30th December 2025.

Award criteria

Submitted proposals will be judged against the following criteria in equal weighting:

a. Engagement / play value: Schemes should include an explanation of the engagement value of each item of equipment/ design feature and describe how accessibility has been considered.

b. Design. Schemes will be assessed in respect of their suitability for the site, including proposed materials and the degree to which the existing features of the site are accommodated into the layout; and how the proposed scheme enhances the wider space and local environment.

c. Access and Inclusion. Designs that maximise opportunities for enjoyment and engagement, for a wide range of users, including those with varying abilities, neurodiverse characteristics, and confidence levels.

d. Cost/ Budget Management Whilst the budget is set, the contractor's designed portion will need to exhibit value for money. Ongoing and long-term replacement costs will be considered.

e. Sustainability. Including value return on investment, lifecycle of products/services, choice of materials, quality of materials, methods that minimise adverse effect on the environment, while maximising opportunities for engagement with the surrounding environment and community.

f. Previous Project Experience: The supplier's ability to deliver projects of similar scale and value, the suppliers refurbishment experience, the suppliers management and communication approach considers the view and idea of the community and client, positive references from previous clients.

g. Approach and programme: timeline for installation that takes place during spring / summer 2026. Consideration is given for minimal disruption to use of the area during peak user times.
