The Warm Homes Local Grant is a national grant scheme providing funding for Local Authorities, to undertake domestic retrofit projects for low-income residents in properties that have poor energy performance. This programme is a multi-year scheme over three years, starting in 2025. The programme is needed to help Buckinghamshire residents who are unable to pay significant retrofit costs both reduce their energy bills and improve their quality of life through warmer and more comfortable homes.

The "Framework for the Delivery of Domestic Retrofit Projects and Related Services", prepared by Watford Borough Council and Three Rivers District Council (and made available to Buckinghamshire Council), for the delivery of the relevant services. Lot 1 from this framework allows for the appointment of a managing agent. A direct award with NEF is based on the best overall score for price and quality.
