Description
Gloucestershire County Council (GCC) is establishing a Grounds Maintenance Services Framework covering 141 corporate properties and schools across Gloucestershire. The framework will also be open to other public sector bodies, including Gloucester City Council, NHS organisations, schools outside Gloucestershire, and district authorities.
The current contract expires 31 March 2026.
The new framework will run from 8 December 2025 to 7 December 2029, with an estimated total value of £5,305,557. It comprises six geographical Lots:
Lot 1 - Tewkesbury & North Cotswolds
Lot 2 - South Cotswolds
Lot 3 - Forest of Dean
Lot 4 - Gloucester
Lot 5 - Cheltenham
Lot 6 - Stroud
Each Lot will enable call-off contracts of up to 7 years, starting 1 April 2026 and ending 31 March 2033.

Lot constraints
Description of how multiple lots may be awarded:
Tenderers may apply for all 6 Lots, although they can only win a maximum of 5 Lots. In the event a Tenderer is ranked No1 in all 6 Lots, they will be awarded lots in order of their highest to lowest preference out of the six available lots. We would then default to the No2 ranked Tenderer for the lot the No1 ranked had least preferred/rejected.
A minimum of 2, and maximum of 6 Tenderers will be appointed across all 6 Lots. One Tenderer will be appointed to each Lot.

Framework operation description
The framework will consist of one lot for each of the 6 districts in Gloucestershire County Council's administrative area.
This framework will also be available for use by other public sector bodies to include: Gloucester City Council, NHS bodies, Schools outside of the Gloucestershire Boundary, District Authorities.
When the Council requires services, it will follow the call-off procedures and enter into a Call-Off Contract using the prescribed templates via its e-procurement system. Call-offs from each Lot will be made by direct award.
Partner Organisations will independently follow the same procedures and use their own electronic tendering systems to enter into separate Call-Off Contracts.
This Framework is not intended to operate as an Open Framework as defined in s49 of the Procurement Act 2023, and the Council does not intend to re-open the Framework to new entrants.
