Demand Fluctuations: Significant changes in the number or complexity of residents' care needs impacting capacity, staffing levels, and resource allocation.

Financial Viability of Contractors: Contractor insolvency, cash flow issues, or external economic factors (e.g., inflation in energy or staffing costs), which may jeopardise ongoing contract delivery or require contract renegotiation.
