Description
Northern Gas Networks require multiple suppliers on a framework agreement to provide products that will be used throughout the NGN network.
The purpose of this framework is to ensure continuity of supply of the sealant and associated equipment to the business at agreed rates, lead times and to ensure products conform to the correct specification and standards.
Items under the framework agreement must meet the necessary Gas Industry Standards in line with all new guidance and standards published.

Lot 1. Lot 1 - Annular sealants
Description
This sealant material is for internal application of sealant materials (which may be applied externally, being pumped into the annulus from an external source) used to prevent the passage of gas along the annulus formed between an inserted plastic pipe and an existing metallic pipe.

Lot 2. Lot 2 - Leakage Sealants
Description
Materials used to make a full permanent repair on either metallic or PE pipe by means of either internal or external application.

Lot 3. Lot 3 - Bar Hole Sealing
Description
A bar hole is a hole made in the soil or pavement with a hand-operated bar for the specific purpose of testing the subsurface atmosphere with a combustible gas indicator. The Materials used to plug a hole following bar hole work to provide a full permanent seal of the surface.

Lot 4. Lot 4 - Flow Stopping
Description
The objective is to temporarily stop the flow in a specific area of the network without disrupting the remainder of the local network.

Lot 5. Lot 5 - Live Insertion
Description
Utilising a gland box, the old main is kept live throughout the insertion process and the new PE is gassed up to maintain gas supplies to individual customers. After the new main is inserted, the main is still kept live to supply customers via the annular space between the two mains until it is convenient to transfer the services to the new main

NGN will award each individual line a primary & alternative supplier/s.
Award for alternative suppliers will only be given to any supplier that is awarded as a primary supplier of any line. If a supplier does not win any primary line, they will not be awarded a spot on the framework.

This procurement will follow the following process:
- Tender notice issued (this notice) for 25 days
- Interested suppliers to follow Market Dojo link to the Conditions of Participation stage (Pass/Fail)
- Suppliers who Pass the Conditions of Participation will be invited to Accreditations Questionnaire (Pass/Fail)
- Suppliers who Pass the Accreditations Questionnaire will be invited to a PQQ
- The PQQ end date 31st October 2025
- PQQ responses evaluated
- Suppliers who score over 60% will be invited to tender (RFP Phase 1)
- RFP Phase 1 live until 13th February 2026
- RFP Phase 1 responses evaluated based on 100% non- commercial (Suppliers must achieve a minimum % score of 70% to move on to RFP 2)
- All participants who pass RFP Phase 1 will be invited to RFP Phase 2.
- RFP Phase 2 live until 8th May 2026
- RFP Phase 2 responses evaluated based on 100% Contract Challenges (Information only Commercial section)
- Final evaluations carried out

If supplementary stages are required throughout the process, or stages noted in the strategy defined above are no longer required, it is at NGN's discretion to include or remove stages.
It is at the discretion of NGN to change the weightings/criteria or add additional sub-criteria/weightings to the PQQ or RFP if there is a need to do so before the submission deadline of the relevant stage.
Any changes to the evaluation criteria will be communicated
to all Bidders.
