two.1.4) Short description

Stoke-on-Trent City Council is seeking suitably qualified Educational Psychologists to support the statutory Education, Health and Care (EHC) needs assessment process. Providers will be responsible for delivering person-centred, legally compliant psychological assessments and reports for eligible children and young people, in line with the Children and Families Act 2014 and the SEND Code of Practice. The service must align with local strategic priorities and guidance, which will be shared upon agreement to deliver the service.

The scope of work includes completing educational psychology assessments, producing detailed reports, and providing psychological advice to inform EHC needs assessments. Providers must ensure that assessments include consultation with the child or young person, their family, and relevant professionals. All services must reflect professional judgement and uphold the principles of inclusion and individualised support, and as such advices may be required to be completed following either face-to-face assessment, virtual consultation and/or a review of relevant information.

Performance management will be integral to the delivery of this service, ensuring quality, timeliness, and compliance with legal and local expectations. The Council will monitor provider performance against agreed standards to ensure that the needs of children and young people are met effectively and consistently.

This procurement is being conducted under the Provider Selection Regime. We are seeking to establish a framework agreement with multiple providers, initially for a fixed term of two years, with the option to extend for a further one year if required.
