NHS Norfolk and Waveney Integrated Care Board is inviting suitably qualified and experienced providers to engage and attend a market engagement for the Provision of Community Youth work offer, Lot 1 and/or CYP workforce training offer, Lot 2.

Please note this is a market testing exercise and does not commit the ICBs to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreement. Any future opportunity will be advertised in accordance with the regulations.

The Contracting Authority will be using an eTendering system for this market testing exercise. The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach, model and timelines;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to attend a Market Engagement sessions to provide feedback on Thursday 11th September 2025.

A further advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent process if you choose not to respond to this market testing process, but the Commissioner wishes to understand your views.

Registration to attend the market engagement event closes 17:00 hours 10th September 2025

Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be carried out in accordance with the ICB’s procurement obligations under the Procurement Act 2023

The CYP Workforce Training offer will provide high quality learning and development opportunities to the CYP workforce to enable them to:

• Build an awareness and understanding of common mental health and wellbeing issues for CYP
• Identify behaviours and presentations which could indicate that a child or young person needs support
• Be knowledgeable of CYP mental health and community support services and how to support CYP and families to access them
• Learn good practice skills and techniques for supporting CYP in their workplace or volunteering organisation
• Become a Mental Health Champion for their organisation and work to improve policies and practices relating to mental health and wellbeing
• Be part of a network of Mental Health Champions with opportunities for peer support and shared learning

The proposed contract period is 3 years with an annual value circa £150,000

two.2.4) Description of the procurement

The Community Youth Work Offer will provide needs led emotional wellbeing and mental health support for young people aged 11-18 in Norfolk and Waveney with the overall aim to help young people achieve their goals and have improved mental health. The offer will provide one to one and group-based support using Youth Work approaches and will demonstrate a Neighbourhood teams model of working through integration and alignment with existing NHS commissioned, Local Authority, Primary Care Network and VCSE offers.

Young people who access support from this offer are likely to be experiencing social, emotional, and mental health and wellbeing challenges and the provider will be experienced in providing support and promoting recovery for young people with these issues.

Support will be targeted towards young people experiencing health inequalities, and those not attending education settings. The service will provide holistic and youth-centred support specifically designed to improve health care access for these target groups.

Youth workers will listen to the voice of young people and provide local activities and events for them to attend. These activities and events will aim to improve confidence, self-esteem, and social connections for young people.
The provider will demonstrate appropriate infrastructure to enable delivery of the offer/service across Norfolk and Waveney.

The proposed contract is for a period of 3 years with an annual value of £850,000 per annum.
