Description

Peabody Group are seeking to appoint Contractors onto a framework for the provision of passive fire safety works and mechanical & electrical fire services amongst our 108,000 strong properties, Pan London, north home counties and surrounding areas. To deliver this service Peabody Group will appoint multiple Contractors to a framework to provide a comprehensive passive fire safety works, with 4-6 contractors appointed to the framework.

The scope of works deemed to be included within FRA works comprises of, but is not limited to:

Works to be called-off on a case-by-case basis in respect of passive fire works as recommended in Peabody Trusts FRAs or otherwise to improve the safety of existing buildings. The geographical scope of the works is any property owned by Peabody Trust, located within London and north home counties or surrounding areas, including Sussex. For clarity, no works under this Framework is guaranteed, and orders will be raised at the discretion of the Peabody Trust.

Framework operation description

Works will be allocated by further mini competition or via direct award subject to contractor ranking and any other contractor on the following basis;

For clarity, no works under this contract are guaranteed or equally distributed, and orders will be raised at the discretion of the Peabody Trust.

Contractors will be allocated work according to the following criteria:

a)The lowest tendered rates submitted as part of this tender exercise.

b)Current performance in the delivery of existing work under the Framework against Key Performance Indicators; Following a review of 4 months KPIs

c)The volume of Works in Progress (WIP) that the Contractor is currently undertaking; The Employer will review WIP weekly and agree with the Contractor a maximum WIP limit.

For reasons of urgency, where it is not reasonably practical to award the Call-Off Contract by way of a Mini-Competition.

Where the Call Off has substantial similarities to a previous project the Contractor/Consultant was involved with.

To meet the requirements of the Financial Assessment as part of your PSQ submission:

- Complete the Financial Assessment in full using the designated template provided.

- 50% weighting, based on the scoring criteria outlined in the template.

- Ensure the completed Financial Assessment template is uploaded along with your PSQ submission.

The deadline to respond to the PSQ/COP stage is 12.00 Noon 08/09/2025.

Technical ability conditions of participation

Instructions for Completing the Delta Online PSQ.

To successfully complete the Delta online PSQ, you must:

- Complete all sections of the online PSQ, including professional details.

- Answer the Technical Ability questions included in the questionnaire.

- Meet the pass/fail criteria.

This 50% technical ability criteria is outlined in the Delta questionnaire and it is envisaged the eight highest scoring contractors will progress beyond the PSQ stage.

The deadline to respond to the PSQ/COP stage is 12.00 Noon 08/09/2025.
