Justification for not publishing a preliminary market engagement notice

The Authority considered that preliminary market engagement was not required in relation to the Contract due to the standardised requirements of the Services, the limited quantity of the Services and the programme delivery demands being of a defined nature over a extended time period.

This notice was not published because a preliminary market engagement was not conducted.
