Notice of Modifications

Pursuant to Section 31 and Section 88 of the Procurement Act 2023 (PA23), the Contracting Authority notifies all bidders of changes to the Conditions of Participation (CoP) in the Invitation to Tender (ITT) Volume 2 for the above-referenced Light Touch Regime (LTR) procurement. These changes ensure only suppliers with proven capability deliver the Support at Home (SaH) Services, addressing the high interest and risk of low-quality bids while ensuring value for money.

Details of Modifications

1. Question 19.1 (Technical Ability - Clarified):

Change: Suppliers must provide up to three contract examples from the last 3 years demonstrating experience in delivering short-term, community-based social care services for at least 300 individuals annually, with 24-hour response capability, health pathway integration, and management of a mixed paid/volunteer workforce, including volunteer training and supervision.

This ensures contract examples are relevant to the service's requirements, aligning with Q19.2 and enhancing clarity.

2. Question 19.2 (Technical Ability - Clarified):

Change: Suppliers must demonstrate a proven track record over a minimum of 3 years in delivering short-term, community-based social care services for at least 300 individuals annually, with 24-hour response capability, health pathway integration, and management of a mixed paid/volunteer workforce.

This ensures suppliers have recent, specific experience, reducing the risk of incapable bidders.

3. Question 19.3 (Removed):

Change: The option to justify a lack of relevant experience has been removed, and Q19.3 is marked as N/A. Suppliers must meet the technical ability requirements in Q19.1 and Q19.2.

This ensures only suppliers with proven experience bid, safeguarding service quality for a £1,059,200 contract serving 600 vulnerable individuals annually.

The changes refine the CoP to align with the contract's objectives and are proportionate under PA23. The updated ITT Volume 2 and Q&As are available on the Proactis portal.

Revised Submission Deadline

The tender submission deadline has been extended from August 4, 2025, to August 8, 2025, at 12:00 PM to allow bidders sufficient time to address these changes.

Reopened Clarification Period

The clarification period has been reopened to allow questions about the amendments. Queries must be submitted via the Proactis portal by August 4, 2025, at 5:00 PM, with responses shared with all bidders to ensure equal treatment.

Description

Bath & North East Somerset wishes to establish a single provider Contract for the provision of ASC Support at Home Services. The procurement is run in accordance with the Procurement Act 2023, Light Touch Regime (LTR) above-threshold, one stage tender.

The Support at Home Service will help people remain living at home, gain in confidence, and provide short term practical help after hospital discharge or following community or out-patient medical care to prevent admission to hospital.

The service will deliver high quality support to individuals, free at the point of delivery, accepting referrals from health and care services, and approaches by the public.

The service will provide an easily accessible front door via the Community Wellbeing Hub referral process and meet the needs of individuals across the geographical area of B&NES. It will actively engage with health, care and other third sector providers, promoting its services, ensuring that providers are aware of services offered. The service provider will be an active member of the Community Wellbeing Hub and similar local partnerships, to support cross working, referrals and information sharing.

The service will work in parallel to and in collaboration with other available services currently forming part of the discharge support pathway, which may be reviewed in future, including CWH Hospital Connectors and Help Pack provision.
