Description
Transport for London ("TfL") is seeking to appoint a supplier to deliver a new Traffic Order Management and Enforcement solution ("TOME") to be awarded via a Competitive Flexible Procedure under the Procurement Act 2023.
TfL has a statutory and legal network management duty to secure expeditious movement of people and goods across the Transport for London Road Network (TLRN), as set out in the Traffic Management Act 2004
Traffic Regulation Orders ("TRO"), also known as Traffic Orders ("TO"), are authorised by the Traffic Regulation Act 1984 and are used by TfL to manage and enforce traffic regulations.
TfL currently uses two platforms to create and enforce TROs:
1. The Traffic Order Management System ("TOMS") provides TfL with the capability to manage the application, creation, and management of TROs following a statutory process which makes the TRO legal and enforceable.
2. The Maintenance Enforcement and Traffic Regulation Order System (METROS) enables users to enter the details of TROs created in TOMS and display the TRO details on a geospatial map as Enforcement Zones, which are then used by other enforcement groups in TfL. TfL Enforcement Platforms & on-street enforcement teams, e.g. Digital Traffic Enforcement System (DTES) and Parking Enforcement System (PES), rely on data from METROS.
TOMS and METROS are defined by TfL as Business Critical systems. However, they are legacy systems which lead to business inefficiency, and do not comply with the data specification for the Department for Transport's forthcoming Digital Traffic Regulation Order ("D-TRO") service, as proposed in the Automated Vehicles Act 2024 and in development via the Transport Technology Forum.
TfL requires a modern, long-term, robust and secure TOME solution to replace TOMS and METROS, providing an improved user experience and supporting the creation, management, and enforcement of TROs across the TfL Road Network ("TLRN"). The TOME solution will be required both to integrate with existing TfL systems and to communicate with the Department for Transport's D-TRO system. A phased approach to delivery is preferred to ensure a smooth transition from legacy systems while ensuring continuation of service.

- SAP Ariba supplier ID;
- A single point of contact registered on SAP Ariba; first name and surname;
- Your email address registered with SAP Ariba;
- Details of your role with your organisation as registered with SAP Ariba; and
- Details of other contacts registered in SAP Ariba that you wish to to be added to the SAP Ariba sourcing event; first name and surname;
Completion of these steps will enable TfL to invite interested suppliers to the sourcing event in SAP Ariba to:
- gain access to procurement documents;
- allowing interested suppliers to view documents; and
- submit their PSQ responses via SAP Ariba.

TfL is conducting this procurement using the Competitive Flexible Procedure under the Procurement Act 2023 to identify a supplier to deliver and maintain a TOME Solution.
The procurement will be broadly structured as follows:
i) Invitation to Participate in the Conditions of Participation Stage via response to the Procurement Specific Questionnaire ('PSQ').
Key considerations:
o Clarification Period.
o Project specific questions.
o Pass/Fail criteria.
o Shortlist of suppliers to be invited to the Invitation to Tender (ITT) stage.
The deadline for supplier PSQ clarification questions is currently Friday 15th August 2025.
The deadline for supplier responses to the PSQ is currently Friday 5th September 2025.
Evaluation of a PSQ will be used to shortlist suppliers for the ITT stage. Suppliers are required to complete the PSQ via TfL's SAP Ariba portal and provide any supporting documentation.
TfL will evaluate the PSQ responses against the stated criteria and suppliers will be ranked based on their total moderated score.
TfL expect to shortlist a maximum of 5 (five) suppliers to be taken through to the ITT stage.
ii) An Invitation to Tender (ITT) stage
This stage will be used by TfL to obtain a greater understanding of the bidder's proposed TOME solution and delivery approach . Bidders will have the opportunity to engage with TfL prior to submitting an Initial Tender submission.
Current estimated start date for Invitation to Submit Initial Tender is October 2025.
For Initial Tender and Final Tender Evaluation, TfL is adopting a price per quality point (PQP) evaluation methodology whereby each Bidder's total price (from their completed financial response) will be divided by their total quality score to give a PQP.
Following Initial Tender evaluation, TfL may reduce the number of bidders to 3 (three), to be invited to participate in dialogue/negotiation sessions prior to being invited to submit Final Tenders (BAFO).
