Description
This procurement covers the provision of renewals and certain enhancements works on the Metrolink & Rail networks, and other works applicable to TfGM owned and/or managed infrastructure.
TfGM are exploring options to procure a contracting partner or partners to meet the on-going demands of renewing and enhancing the Metrolink Network into the future funding cycle.
The overriding objective of the new delivery model is to enable TfGM to deliver Metrolink & Rail renewals and enhancements as well as other schemes, in the most efficient manner from a time, cost and quality perspective.
The purpose of this Market Engagement exercise is to determine market interest to inform how best to procure a contracting partner or partners to meet the programme objectives:
• To determine the capabilities in the market for the intended scope of the renewal and enhancement programme;
• To determine the capacity in the market to meet the intended renewal & enhancements programme
• The key objectives for a new delivery model are therefore to simplify the route to market, noting the relatively tight time pressures in what is necessarily a significantly reactive capital space, and a more straightforward way of coordinating network access.

Description of possible extension:
The market engagement document will help TfGM to decide on this factor, TfGM would seek to extend for a maximum of a further 4 years. It is deemed the extensions will be granted in either 12 month increments, or 24 month increments to satisfy the 4 further years should TfGM decide to extend the contract.
There is a potential to also extend for a further 12 months to cover any emergency works under the contract.

The market engagement document feedback from suppliers will enable TfGM to define their strategy going forward as to what elements of the competitive flexible procedure will be utilised.
