Justification for not publishing a preliminary market engagement notice

As an energy consultant, we maintain regular engagement with the energy market through our ongoing work with suppliers, market analysis, and benchmarking activities. This continuous interaction ensures we have up-to-date insight into market capabilities, trends, and supplier appetite. Given this, we do not consider a separate preliminary market engagement process necessary. Proceeding directly to procurement allows us to maintain momentum and deliver an efficient, informed, and compliant process for our client.
