Scope
Description
The requirement is for the provision of Gas & Electricity Flexible PIA Supply Products in accordance with the specifications set out in the Invitation to Tender (ITT). The contract is due to commence on 1 October 2026 and is for 36-months and may include the addition of further sites during the term. With the option to extend an additional 12 months, making a maximum Contract duration, including extensions, of 48 months. It will be at the sole discretion of the Authority to invoke the extension clause or not.

Description of possible extension:
Following the expiry of the initial contract term, the Contracting Authority reserves the right, at its absolute discretion, to extend the contract. Any extension shall be subject to the Authority's requirements at the relevant time and may be structured in a manner deemed appropriate by the Authority. The decision to exercise this option, and the form it may take, rests solely with the Contracting Authority. Under no circumstances shall the total contract duration, including any extensions, exceed four (4) years from the initial commencement date. This extension provision is made in accordance with the principles of the Procurement Act 2023, ensuring transparency, fairness, and value throughout the contract lifecycle.

Lot 1. Brown Gas
Description
This lot covers the supply of natural gas (brown gas) to the client's portfolio under a flexible purchasing arrangement. The appointed supplier will provide a fully managed service, enabling the client to purchase gas volumes in tranches throughout the contract term to optimise price and risk exposure. The supplier will also manage all associated balancing, nominations, and transportation requirements, ensuring security of supply and compliance with industry regulations.

Lot 2. Renewable Electricity (REGO)
Description
This lot covers the supply of 100% renewable electricity to the client's portfolio, supported by Renewable Energy Guarantees of Origin (REGO) certificates. The appointed supplier will deliver electricity under a flexible purchasing strategy, allowing the client to make incremental trades on the wholesale market to achieve cost efficiency while meeting sustainability objectives. The supplier will provide full REGO-backed assurance and reporting to evidence the renewable credentials of the electricity supplied.
