Thistley Green is a Complex Supported Living Scheme for 10 adults with an associated satellite site for a further 1 adult. Essex County Council is seeking a provider to manage the care provision and take on the landlord responsibility.

Competitive flexible procedure description

The tender will be evaluated using a two stage evaluation, bidders must pass the procurement specific questionnaire, conditions of participation, a series of technical questions and a commercial response at stage one. Following evaluation of stage one, bidders will be down selected so that only the highest scoring 5 at stage one (subject to tied bids) are brought forward to stage 2. Stage two will include further technical questions, an interview and a further commercial response.
