Description

Royal Greenwich is looking set up a four-year Framework for five (5) contractors to undertake various, mostly low-value, remedial works together with a wide range of general ad-hoc construction work including some complex high value voids.

Project values, whilst generally between £25,000 and £100,000, could range from £10,000 to £2m.

An example of recent projects, which would be likely to be carried out via this Framework in future are: roof testing and repair at the Woolwich centre - £96,000; metal staircase repair at 2 community centres - £70,000; replacing wooden ramp structure with a metal version in a children's nursery - £15,000; fire door repairs and replacement at children's home - £50,000. These were all on or in occupied premises.

Framework operation description

Below £1m in value, projects will be awarded on a strictly rotational basis with Contractor A receiving the first piece of work (below £1m) and Contractor B receiving the second, Contractor C receiving the third piece of work and so on. To avoid contractors' cherry picking the best projects, any contractor who does not accept a project will miss a turn at the next rotation. The rejected project will be offered to the next contractor in the rotation. Any contractor who rejects two projects in a row will be suspended from the Framework for 6 months. Any contractor who rejects more than two projects in a two-year period will be removed from the Framework.

Projects above £1m and below £2m will be allocated by means of a competitive selection process (Mini Competition).

Participation

Legal and financial capacity conditions of participation

A minimum average turnover, over the three most recent years, of £10m will be required. Insurances will be expected, if appointed, as set out in the Conditions of Participation.

Technical ability conditions of participation

Three scored questions will require a response at the first stage (Conditions of Participation) to select suppliers. Seven scored questions will require a response as part of the second and final stage.

This procurement will consist of a first 'Intermediate Assessment Stage', which will include Conditions of Participation. It will also include a set of three scored questions which will allow the Authority to reduce the number who are then Invited to Tender, to ten (10). The second (final) ITT stage will then see the ten suppliers cut down to 5, who will be appointed to a four year Framework.
