MFF163 2025-2031 Open Framework for the supply and delivery of moorland plug plants

Description

This Open Framework ('OFW') Invitation for Tender is to Supply & Delivery of Moorland Plug Plants to delivery sites within the Peak District National Park and South Pennines SAC.

2. The OFW period shall be 15 September 2025 to 14 September 2031, subject to more than one provider being appointed to each Framework in the scheme of Frameworks ("the OFW Period"). .

3. The Material for the purposes of this OFW shall consist of moorland plug plants ("Plug Plants")

4. This OFW is divided into 2 Lots, bidders may bid for all or any of the following Lots:

4.1. Lot 1 - A quantity of up to 4,000,000 Plug Plants over 6 years (up to 600,000 per year)- over the OFW Period. It is anticipated that the requirement each year will be no less than 50,000 Plug Plants.

4.2. Lot 2 - A quantity of up to 300,000 Plug Plants over 6 years (up to 50,000 per year)- over the OFW Period. It is anticipated that the requirement each year will be no less than 5,000 Plug Plants.

5. The terms of the OFW are set out in Section 2 of the Invitation to Tender.

6. This Open Framework includes an immediate Call-Off competition ("Further Competition") for the supply of Plug Plants for MFF 163 01a Lot 1 (Years 1 and 2) and MFF 163 01b Lot2 (Years 1 and 2) as defined below;

6.1. MFF163 01a Lot 1 up to 1,200,000 Plug Plants in Years 1 and 2

6.2. MFF 163 01b Lot 2 up to 100,000 Plug Plants in Years 1 and 2.

Plug plant specification

The following species are required:

a. Common cotton grass (Eriophorum angustifolium)

b. Hares-tail cotton grass (Eriophorum vaginatum)

c. Crowberry (Empetrum nigrum)

c. Bilberry (Vaccinium myrtillus)

e. Cloudberry (Rubus chamaemorus)

f. Cross-leaved heath (Erica tetralix)

Description

Lot 1 - A quantity of up to 4,000,000 plug plants over 6 years (up to 600,000 plug plants per year)- over the OFW Period. It is anticipated that the requirement each year will be no less than 50,000 plugs plants.

Description

Framework operation description

1. Framework Evaluation:

1.1. Tenders will be evaluated against the Tender Questionnaire which will be scored on a pass/fail basis. Any Tender that scores "Fail" against any of these requirements may be deemed non-compliant and rejected without further evaluation.

1.2. Framework Suppliers will be selected based on an evaluation using the criteria set out below :

1.2.1 Price (30% of the total score value);

• 30 x (Lowest Tender Price)÷(Supplier X's Price)

1.2.2. Quality criteria (70% of the total score value):

• Quality Criteria 1 - 40%

Experience, past Performance and ability to supply Materials to meet the contract objectives and specifications

o Provision of evidence detailing previous relevant experience of supplying plug plants at scale as set out in Framework Objectives

o Provision of references for above works

• Quality Criteria 2 - 29%

Technical and Delivery Capability

o Provision of methodology and production schedule detailing how you will meet the Framework Objectives and Specification

o Provision of methodology to provide an innovative means of packaging plug plants to maximise storage space and efficient transportation.

• Quality Criteria 3 - 1%

Social Value - Explanation as to how the supply of plug plants is actively working to tackle environmental impacts.

2. Evaluation for Call-Offs for Years 1 and 2 of the OFW (including the immediate call off as set out in the Invitation to Tender):

2.1. Contracts awarded under the OFW for Years 1 and 2 of the Framework Lot 1 and lot 2 will be awarded based on an evaluation using the criteria set out below:

2.2 Price (30% of the total score value);

• 30 x (Lowest Tender Price as set out in the Itemised Costs at Appendix 1 )÷(Supplier X's Price)

2.2 Quality criteria (70% of the total score value):

• Quality Criteria 1 - 40%

Experience, past performance and ability to supply Materials to meet the contract objectives and specifications

o Provision of evidence detailing previous relevant experience of supplying plug plants at scale as set out in Lots 1 and 2

o Provision of references for above works

• Quality Criteria 2 - 29%

Technical and Delivery Capability

o Capacity of the Supplier to supply the Materials in a time critical manner as detailed by the provision of a delivery schedule

o Provision of methodology to provide an innovative means of packaging plug plants to maximise storage space and efficient transportation.

Quality Criteria 3 - 1%

Social Value - Explanation as to how the supply of plug plants is actively working to tackle environmental impacts

3. Setting the evaluation for Further Competitions:

3.1. The Authority will be able to refine, but not fundamentally alter, the criteria specified below. The Authority user will be able to decide what percentage of marks it wants to allocate to each of the evaluation criteria, within the maximum and minimum amounts allowed.

3.2 The criteria for Further Competitions:
