Description

Norfolk County Council invite providers for Adult Social Care Housing with Care schemes to register interest for a preliminary Pre Market Engagement Event (PME), on 31st July 2025 from 12 - 1:30 pm. The PME will be delivered via Microsoft Teams.

Adult Social Services department intend to host two PME events, the intention of the first event is to share and ask the market key information about shaping the tendering activity. The second event will likely take place in early September 2025, in preparation of publishing the tender.

Housing with Care schemes in Norfolk are defined as follows; housing schemes which enable people to keep living independently in a home of their own as they get older, whilst having the reassurance of access to on-site care and support. NCC commissions the care in these housing schemes. Some schemes offer specialist care for people living with dementia.

Please ensure your organisation registers interest via In-Tend for either or both event by 30th July 2025.

Please note Norfolk County Council has joined the government's Devolution Priority Programme.

This process has the potential to lead to the establishment of a county combined authority for Norfolk and Suffolk, with strategic powers, headed by an elected mayor.

Government has also invited participation by Norfolk in Local Government Review. This process has the potential to lead to unitary local government in Norfolk. One of these changes could happen without the other. The contract may be assigned or novated to any successor authority(ies) to Norfolk County Council or to any joint body incorporating or formed by any such successor. The County Council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.

Engagement process description

There will be two Market Engagement sessions held, whereby providers will have the opportunity to help shape the service offer:

Market engagement 1: Design & Refine Session (31st July 2025 12 pm-1 pm)

This event is for care providers who might be interested in tendering for Housing with Care schemes and will be supported by relevant representatives from Adult Social Care, where we will share the current service model and an opportunity for the market to provide feedback that may refine the proposed service model.

Market engagement 2: Service Proposition and readiness to tender (TBD early September 2025)
