TENDER NOTICE: P1017 Eye Care Electronic Referral Solution
** Please note, Due to the increasing pressures surrounding delivery of safe and effective eye care in Wales, the Cabinet Secretary for Health and Social Care gave evidence to the Health and Social Care Committee on 5 June 2025, referencing specifically the importance of the digital eye care programme ERS, providing commitments to the Health and Social Care committee that the programme would be implemented on an urgent basis in 2026.
As a result of this ministerial priority against eye care waiting times and safe delivery of care, the Welsh Government digital and eye care policy teams have re-prioritised some funding to enable a practical solution for ERS to be implemented within the timescales outlined by the Cabinet Secretary.
Whilst the timescales for delivery are tight, an immediate solution has been prioritised for patient safety.

Description of risks to contract performance
An Agile approach is required by the Supplier in terms of their planning and delivery processes to implement the full solution across Wales within the timescales indicated. Suppliers are also to note a formal Governance approach will be required to be adopted between the parties commencing from the contract initiation.
Please note that the solution delivered must be in accordance with the Terms and Conditions of the contract including the Technical Requirements Document and will be managed in accordance with a formal contract management process.

Justification for not publishing a preliminary market engagement notice
Due to the urgency of this requirement in order to deliver the Strategic Welsh Government Eye Care Programme, the Authority was unable to undertake preliminary market engagement.
However, Market engagement was conducted for a comparable solution in May 2024. A subsequent procurement did not proceed.
