Scope
Description
The London Borough of Ealing ("the Authority"), is undertaking a competitive tendering procedure utilising the Competitive Flexible Procedure for the provision of Asbestos Inspection & Removal Services. The requirements is divided in LOTS. Under the Control of Asbestos Regulations 2012 (CAR 2012) and other legislation and regulations, London Borough of Ealing (the Authority) has a duty to manage asbestos throughout its Estate and Property Portfolio.

This is a Competitive Flexible Procedure (CFP) allowed for under the Procurement Act 2023. The procedure to be followed is prescribed in the Invitation to Participate (ITP) Stage, and the subsequent procurement documents to be issued at the specified stages established by this ITP.
Justification for not publishing a preliminary market engagement notice
A preliminary Market Engagement has not been published prior to this notice due tight timescales of engaging the market and going out to tender. Also some teething problems with implementation of PA23 cause the gap to narrow.
