two.2.4) Description of the procurement

Pentre Awel is a multi-phase regeneration scheme in Llanelli, Carmarthenshire that will provide landmark infrastructure to improve health and wellbeing, offer education and training, undertake research and development and support businesses within life sciences and associated

sectors, and provide assisted living accommodation.

The first phase – Zone 1 – comprises a unique 20,000m2 building (branded as Canolfan) which is being constructed by Bouygues UK.

Canolfan will bring together a broad range of functions, organisations and service providers, including:

- Actif, the Council’s in-house leisure provider, will operate a brand-new leisure centre, offering 25m x 8 lane swimming pool,

hydrotherapy pool and learner pools, gym, sports hall and multi-purpose studios for dance, spin and other wellbeing activities

- Further and Higher Education institutions will be providing learning opportunities across health, social care and related subjects based on

the principle of ‘teach and treat’. This will include Swansea University

- Key community healthcare services will be delivered within a range of consultation, assessment and treatment rooms

- Facilities for research

- Office space for businesses and organisations within life sciences, health, wellbeing and social care

Canolfan will be owned, operated and maintained by Carmarthenshire County Council who will have a dedicated facilities management

team based onsite during opening hours.

Zone 1 also includes primary infrastructure, namely access road, car park, bus shelter, a 1.38km walk/cycleway as well as extensive landscaped public spaces.

Pentre Awel will create over 1,800 jobs across all four Zones, provide training and apprenticeship opportunities and support and encourage people to lead active and healthy lives. The development will boost the local economy by 467 million over the next 15 years.

Nightguarding security services are required for the site, to patrol the site, monitoring the building's interior and exterior periphery. Two security guards required to provide manned security services on site at Pentre Awel, Zone 1, Llanelli, Carmarthenshire. Night shifts required from 23:00 - 06:00, with cover required over bank holidays and occasional day shifts depending on operational requirements.

The Council reserves the right to modify the contract to include additional security services within the original scope at other locations within Carmarthenshire as detailed in the tender documentation.
