Description

This is a national framework for the provision of Insulin Pumps, Continuous Glucose Monitors (CGM), associated diabetes consumables and tech. The framework will be managed by NHS Wales Shared Services Partnership Procurement Services (hosted by the Velindre NHS Trust) "NWSSP" on behalf of the following Organisations, who shall enter into the Agreement: Aneurin Bevan University Health Board, Betsi Cadwaladr University Health Board, Cardiff & Vale University Health Board, Cwm Taf Morgannwg University Health Board, Hywel Dda University Health Board, and Swansea Bay University Health Board. The framework will provide nationally contracted pricing and enable NHS Wales to harness improved pricing should Participating Organisations look to utilise commercial offers levied by framework suppliers. Bidders should note that the requirement for Lot 2 (CGM) is for procured product (not prescribed) i.e. the product can be procured and prescribed but it must be available via the procured route. This framework will only manage procured CGM. In respect of Lot 5 "Smart Insulin Pens" these must be available via the procured route and include technology. The framework will only manage procured smart insulin pens. NHS Wales will accept bids in respect of technology used in automated insulin delivery systems such as hybrid closed looping as well as stand alone technology (eg. a CGM which does not align with HCL).

Description

This Lot relates to stand alone data portals where the data portal provides visibility of data from a range of diabetes tech providers.

Bidders who provide a proprietary data portal i.e. only used with their own diabetes technology will be required to provide details of same within the specific tech lot so should not bid for this lot.

Framework operation description

The framework will look to provide national pricing for NHS Wales. Bidders will also have the option to offer banded pricing by Health Board. Direct Award is anticipated to be the preferred method of business award for each participating Organisation. Each participating Organisation has the option of being able to buy directly from the Framework for up to the 4-year period based on the information and product pricing provided by each Bidder. Bidders are able to submit value based proposal as part of the tender submission and should their bid be successful, throughout the life of the contract. The value based proposal will not form part of the tender evaluation.
