These programmes are at critical stages, and the postholder's expertise is essential to ensure continuity, compliance, and successful delivery.

Explanation:

The current postholder is leading several key strategic programmes, including the re-procurement of the Council's Repairs and Maintenance contract, and the Strategic Asset Review. These programmes are at critical stages, and the postholder's expertise is essential to ensure continuity, compliance, and successful delivery.

Despite two national recruitment campaigns, no suitable permanent candidates were identified. The local government market remains highly constrained due to sector-wide uncertainty following the Devolution White Paper. The Council has therefore determined that extending the current interim arrangement is the only viable option to maintain service stability and mitigate significant operational and reputational risks.
