Scope

Description

The Foreign Commonwealth and Development Office (FCDO) is seeking a delivery partner, through competitive tender, to support the maintenance and development of its Oracle Fusion platform for HR, Finance and Commercial operations (known as Hera). The FCDO operates as HMGs Overseas Shared Service platform supporting operations in 179 countries and territories and supporting over 30, 000 users on the platform. The contract will likely be for a duration of four years (04) years, with an option to extend for additional 12 months, based on satisfactory performance provided by the selected service provider and continued business requirement by the FCDO. The contract is expected to start May 2026 and shall expire on/around April 2030 (tentative dates for the initial contract phase).

Engagement process description

An Early Market engagement will be held on 24th July 2025, 1-3pm. Suitable and interested suppliers are invited to participate in the virtual market engagement session. The prime objective of organising this session is to share our tentative requirements and gain understanding of what can be provided or achieved by market. A presentation will be shared with suppliers (participants at the event) at least 24 hours before the session, which will include FCDO's procurement procedures, possible bid evaluation criteria and overall project timelines.
