1This contract will be procured through a open process as an above threshold procurement in accordance with Public Contract Regulations 2015 (SI 2015/102) (PCR).

To be considered as a Bidder you must complete and submit a Bid by the deadline of 12:00 Noon on 03.02.2025. Please allow sufficient time to make your return, as Tender submissions cannot be uploaded and submitted after this return deadline. This procurement is not being divided into Lots because the Council requires a single contractor to deliver this project.

two.2.4) Description of the procurement

The Council wishes to procure a Main Contractor who is able to evidence extensive experience of working on high quality and high profile refurbishment projects on joint authority highways and within busy public environments. Bidders must be able to demonstrate a full understanding of the limitations and requirements of such buildings when it comes to undertaking planned refurbishment works.

The works include, but are not limited to:

- Asbestos removal and necessary remediation works

- Removal of disused internal escalator

- Structural reinforcement to third floor

- New insulated flat roof

- New insulated external cladding

- New windows and curtain walling

- New HVAC, small power, lighting, data, plumbing, security, and life safety systems

- New roof-mounted ASHP & PV panels

- Replacement of existing passenger lift and refurbishment of existing goods lift

- Internal layout reconfiguration including new solid & glazed partitions and doors

- New central stair

- Replacement of existing toilets and new café

- New internal finishes, flooring, ceilings, and decoration

- Bespoke joinery and Fixed FF&E

- New IT infrastructure
