Description
Swansea Council is establishing a framework agreement with organisations it can work with in the future to deliver high-quality support to those in need.
The framework agreement will have three separate lots that will offer the Council the flexibility to commission services that are effective at supporting individuals with a range of needs.

Lot 1. Small Block Contracted Schemes
Description
This Lot will allow the Purchasers to call-off block contracts for the delivery of support at one or more addresses. Each call-off contract will have a designated level of support staff, but the maximum number will be 299 hours per week. In most instances, the Service Provider of the scheme must be registered with the Care Inspectorate Wales.

- 3 November 2025 to 4 November 2030
- Possible extension to 4 November 2035

Lot 2. Medium / Large Block Contracted Schemes
Description
This Lot will allow the Purchasers to call-off block contracts for the delivery of support at one or more addresses. Each call-off contract will have a designated level of support staff, but the minimum number will be 300 hours per week. In most instances, the Service Provider of the scheme must be registered with the Care Inspectorate Wales.

This Lot will allow the Purchasers to commission individual packages of care and support for Service Users with complex mental health needs.
