seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
NEPO intends to modify the NEPO507 - Travel Management System Framework Agreement (Reference: 2020\S 072-173529) to explicitly address emergency and temporary accommodation and related travel services, accessed via the Solution's booking platform.
seven.2.2) Reasons for modification
Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The modification recognises the provision of supplemental emergency and temporary accommodation and related travel services for a range of uses and users. Provision of the services has become necessary to support Contracting Authorities in accessing a range of essential services as part of the Solution.
The modification is justified on the basis of regulation 72(1)(b)(ii) of the Public Contracts Regulations 2015. Contracting Authorities accessing the Framework Agreement would face disproportionate time and cost in sourcing supply through an alternative contractor for what would be substantially the same service. The provision of travel and accommodation management services would not change, requiring Contracting Authorities to duplicate the scope and delivery model of the existing Framework for no material benefit.
A change of contractor would cause significant inconvenience for Contracting Authorities, requiring potential migration from existing systems, duplication of existing processes and administration. These changes would incur an initial expense of time and resources, as well as ongoing costs in the management and administration of identical or equivalent systems.
NEPO is satisfied that the modification supports Contracting Authorities in mitigating unnecessary cost and inconvenience, retaining the existing service provision while providing clarity and assurance.
