This is a Preliminary Market Engagement Notice published by Business Services Organisation (BSO) Procurement and Logistics Service (PaLS) on behalf of Northern Health and Social Care Trust (NHSCT) Western Health and Social Care Trust (WHSCT) Southern Health and Social Care Trust (SHSCT) South Eastern Health and Social Care Trust (SEHSCT) and Belfast Health and Social Care Trust (BHSCT) to seek engagement with the market place as PaLS are commencing work for a regional tender for an automated particle analyser to support diagnostic services across all 5 Health and Social Care Northern Ireland(HSCNI) trusts.
This preliminary market engagement notice is for an automated particle analysers that will identify, classify and quantify various particles in urine in order to reduce the need for manual microscopic review, screen out negative samples and allow for earlier reporting. This procurement is being considered in response to diagnostic demand, the need for greater efficiency, and the desire to adopt more consistent and automated approaches to laboratory testing.
The purpose of this market engagement is to: gain greater knowledge and understanding of the current market landscape; evaluate the feasibility and effectiveness of existing solutions; educate stakeholders on emerging technologies and service models; assess supplier readiness and identify any recent developments or innovations in the provision of urine, cerebrospinal fluid and body fluids microscopy analyser(s), reagents, consumables and quality control.

Engagement process description
This process will include a preliminary market engagement questionnaire, a presentation to HSCNI subject matter experts and a question session with the experts following the presentation.
We invite prospective suppliers to participate in this initial market engagement exercise by initially completing the Preliminary Market Engagement Questionnaire.
The preliminary market questionnaire can be obtained by contacting palsgransha.sourcing@hscni.net and requesting a CP12 Preliminary Market Engagement Questionnaire for tender 5655454 Urine, Cerebrospinal Fluid and Body Fluids Microscopy Analysers, Reagents, Consumables and Quality Control.
Important Deadlines
Request Deadline: All requests for the Preliminary Market Engagement Questionnaire must be submitted by 3:00 PM on 23/07/2025.
Please note: Requests received after this deadline will not be considered or fulfilled.
Submission Deadline: Completed questionnaires must be returned via email to palsgransha.sourcing@hscni.net no later than 3:00 PM on 30/07/2025 2025.
The presentation and following question session will take place at a date, time and location to be specified by PaLS. Invitations to this session will only be sent to those who have completed and submitted the CP12 Preliminary Market Engagement Questionnaire. Please note spaces for this session will be limited.
